Abstract

Jurusan Administrasi Negara, “Pengaruh Penerapan EGovernment Terhadap Kinerja Pegawai di Dinas Pendidikan Kota Cilegon”, Pembimbing I Asnawi Syarbini, MPA., Pembimbing II Riny Handayani, S.Si. Kata Kunci : E-Government, Kinerja Pegawai Fokus penelitian ini adalah pengaruh penerapan e-government terhadap kinerja pegawai di Dinas Pendidikan Kota Cilegon. Tujuan penelitian ini adalah untuk mengetahui seberapa besar pengaruh penerapan e-government terhadap kinerja pegawai di Dinas Pendidikan Kota Cilegon. Metode penelitian yang digunakan dalam penelitian ini adalah kuantitatif dengan pendekatan asosiatif. Populasi dalam penelitian ini adalah 71 orang dan semuanya dijadikan sampel. Uji validitas digunakan untuk sah atau valid tidaknya suatu kuisioner, untuk uji validitas instrumen e-government dan instrumen kinerja pegawai dinyatakan valid, karena r hitung lebih besar dari r tabel, dimana didapatkan r tabelnya adalah 0,227. Begitu untuk menganalisa data digunakan rumus korelasi product moment. Berdasarkan hasil penelitian, menunjukkan bahwa pengaruh penerapan e-government terhadap kinerja pegawai di Dinas Pendidikan Kota Cilegon adalah sangat kuat. Hasil perhitungan menyatakan bahwa pengaruh e-government terhadap kinerja pegawai sebesar 0,993 berdasarkan perolehan perhitungan rumus koefisien korelasi product moment. Sedangkan hipotesis yang menyatakan bahwa terdapat pengaruh penerapan e-government terhadap kinerja pegawai di Dinas Pendidikan Kota Cilegon dapat diterima. Penyebab pengaruh penerapan e-government yang sangat kuat terhadap kinerja pegawai adalah sarana dan prasarana e-government yang sudah memadai di Dinas Pendidikan Kota Cilegon, sehingga terciptalah suatu lingkungan dan budaya kerja organisasi yang menginginkan segala pelaksanaan tugas secara cepat dan praktis. Selain itu, para pegawai merasa mampu melaksanakan kerja dan bertanggungjawab terhadap tugasnya di Dinas Pendidikan Kota Cilegon. Saran peneliti berdasarkan penelitian ini adalah selanjutnya Dinas Pendidikan Kota Cilegon merekrut SDM khususnya yang berlatarbelakang bidang Teknologi Informasi (TI) agar penerapan e-government di Dinas Pendidikan Kota Cilegon dapat lebih ditingkatkan lagi, dan juga lebih sering lagi diadakan pelatihan bagi para pegawai agar seluruh pegawai dapat lebih memahami penerapan egovernment sehingga kinerja pegawai dapat terus meningkat.

Goal of this research is to observe how much the influence of e-government implemenatation towards civil servants performance in Cilegon City Department of Education. Methode to be used in this research is the quantitative with assosiative approach. Population in this research is 71 persons and all of them are made to be the sample. Validity test is used for legitimate or valid whether or not a questionnaire, to test the validity of e-government instrument and instrument the performance of civil servants of otherwise valid, because r count is greater than the table, where the obtained r-table is 0,227. Once the used to analyze the product moment correlation formula. Based on the research results, it is showed that the influence of e-government implementation to civil servants performance in Cilegon City Departement of Education is very strong. The result of the estimate calculation, moreover, indicates the influence of e-government towards performance of civil servants is in amount of 0,993 based on the achievement by using product moment coefficient correlation pattern. As a result, the hypothesis that there are influence between e-government implementation to civil servants performance in Cilegon City Departement of Education is acceptable. The cause the influence of e-government implementation are very strong to civil servants performance, are the tools and e-government infrastructure that was adequate in the Cilegon City Department of Education, thus create an enviroment and work culture of an organization that wants all the tasks in a fast and practical. In addition, the employees feel capable of performing the work and are responsible for duties in Cilegon City Departement of Education. Researcher’s based suggestion on this surveying research is the Department should be expected to add more human resources, particularly to those who have Information Technology (IT) field background, and to having further training for the officers as well in order the e-government unther this Department could be more increased and well-implemented accordingly.
